Abstract

Technical education represents a strategy of job opportunities for youth and adults in Bolivia. The study methodology was qualitative with in-depth interviews with 34 professionals who designed and implemented the Law 070 on education “Avelino Siñani - Elizardo Pérez”. In this, the work of the Ministry of Education with the support of international cooperation and NGOs in technical education programs and projects and the Plurinational Competence Certification System (SPCC) was important. The following results are obtained. First, young people from the popular classes s tudy inover to work setting up a productive enterprise. Second, the State now provides degrees which recognise with titles the practical skills of workers who were devalued in the past.
