This paper describes the origin and the cycle of cultural policies of Ecuador and within this context it analyzes the cultural policies made by the Government in the year 2011, that constitute a landmark of the new constitutionalism which recognizes the cultural heterogeneity of the States and the rights of culture; it describes the concept of the sumak kawsay as model of development since the approval of Ecuadorian Constitution in the year 2008.
