Abstract The mass media are scenarios in which battles for social representations are fought. But, at the same time, they are political actors. Public debates about its performance are different from any other discussion because they involve, directly, its social and political role as builders and distributors of thought. In this sense, the strong discussion originated around the adoption of Law No. 26,522, on Audiovisual Communication Services in October 2009, is an example of the different levels at which they put up struggles for social representations. The aim of this work is to give an account of the dispute that occurred -and continues in force- in Argentina around freedom of expression as a central idea the of the concept of communication that should prevail in public policy.
