Situations of risk can have a read of destruction and disaster in vulnerable populations, but also, is possible that emerge community resilience and the interest to participate collectively and with local authorities for the reestablishment of the community. The three Veracruz localities discussed in this text have reached community resilience: periodically affected by hydrometeorological events; the interest of the community by making a participatory assessment in conjunction with local authorities to generate and disseminate prevention information is recognized; there are availability to assist in reconstruction processes of the locality. With this it is possible to detect the ability to overcome the disaster and work in finding joint solutions between communities and authorities, an encouraging diagnostic will certainly enable greater fluidity in design education strategies for environmental citizenship. The study that generated this publication is addressed from an approach to the social representation of climate change, with special emphasis on resilience oriented co-construction of environmental citizenship. A questionnaire to adult population samples was applied; they were representative samples of three locations in the towns of Cardel, Cotaxtla and Tlacotalpan, in the state of Veracruz, Mexico.
