Abstract The creation of public policies in education should be generated from research focused on education, economy and happiness, as an end in its elf. The objective of the study is to investígate the relevant aspects on which an educational policy should be focused on achieving happiness; The research uses a quantitative, non-experimental descriptive, direct method of well-being related to the concept of happiness, calculates happiness indicators and captures the cognitive and emotional components of individual subjective well-being, around young people and adolescents in Bolivia and Mexico. Methodology consisted of a case study developed under a quantitative analytical approach. With this, statistical and econometric analysis techniques are used, as well as the use of specialized software (SPSS and STATA programs). And the instrument will be that applied by Ahn and Mochón (2011). The research discusses the evidence accumulated as a result of the performance of two primary social dimensions such as education and the economy; measures and proposes education as a way to achieve subjective well-being understood as happiness. The level of happiness according to type of locus is higher for young people and adolescents with a high locus of internal control, it is higher for Bolivia; the level of happiness is lower for people with a high external locus of control with a higher level for México. The comparable empirical evidence collected around youth and adolescents in Bolivia and México, presents the importance of education to achieve subjective well-being -happiness-, proposes to base educational learning with apparently different contexts with surprisingly similar elements on topics such as family personal success, personal relationships and personality formation.
