Abstract This essay reflects on the governance of justice through legal utopia as a project and plan for better justice and suggests that in order to model this transformative praxis, the disjunction between the is and the duty of justice institutions must be overcome. In the first order the moral energies to build a just society with just institutions. Public policy networks advocate a movement towards governance as one of the best tools of modern government applied to justice, in order for the Bolivian judicial system to reconfigure itself democratically and interactively in its relations with the State and the society in terms of independence, separation, coordination and cooperation
