Abstract

The hermeneutic documentary type study identifies factors of discordant impact, in the degree of suitability of supreme precepts and decision-making bodies, in the higher education context, in the objective of the scope of its postulates. The first factor, refers to an ambiguous definition of the purpose, about the higher education processes, the Political Constitution of the Country, University Organic Statute and the postulates of each Department. The second factor refers to unwise decision modalities, disregarding academic merits, in the university´s co-governance. The study identifies these factors as the main cause that creates academic incompetence, in the decision-making role, that affects the demand of co-governance in university setting in our country and, in the conclusion part, it proposes a strategy of actions depending on the academic merits, to correctly apply the supreme precepts and strengthen the decision-making competences in the academic administration.
