Abstract Research is very important to face each new day the socio - legal phenomena in the Bolivian reality, usually the students of the UMSA Law Degree the Degree Examination or the Directed Work as a degree modality, however they are not trained for the preparation of applied research and there are few theses as writings of scientific research, this phenomenon is not accidental, since the student opts for convenience a faster and cheaper system in his degree, since also, in our reality, theses Written by the postulants carry an established chronogram, acquisition of books on the subject to be investigated, materials for their presentation, appointment of a tutor and an economic budget for each stage of research, and once they arrive at the presentation of the Thesis and these is defended is not put into practice and is not used as a reference for its application in Public Politics.
