This article establishes the theoretical and methodological foundations for a Multicriteria Analysis (MCA) model in the Integrated Assessment of Social and Environmental Impacts (EISA) in hydroelectric projects in Bolivia. Confronting the intricacies of environmental impacts, MCA emerges as a holistic approach, incorporating social, economic, and environmental criteria without reducing them to a singular metric. Addressing the absence of a standardized methodology for evaluating hydroelectric projects in Bolivia, the study conducts a thorough literature review and expert consultations, identifying models such as AHP, PROMETEE, ELECTRE, and TOPSIS. Key criteria, including biodiversity, land use, noise, greenhouse gas reduction, area of influence, prior consultation, and indigenous peoples, are emphasized. The methodology is grounded in a bibliographic review, expert interviews, and collaborative workshops. The MCA approach furnishes an adaptable and structured tool for appraising hydropower projects, encompassing considerations of economic viability, environmental impact, and social acceptance.
