This scientific article investigates, analyzes and proposes the meritocratic principle for the election of authorities in the autonomous public universities of Bolivia. It refers to the historical antecedents that made possible the conquest of university autonomy for the public universities of Bolivia and; then, it analyzes about their democratic processes of election of their university authorities.

The detail of the autonomous public universities with their respective foundation dates is presented, the oldest university being the Universidad Mayor, Real and Pontificia de San Francisco Xavier. The Special Regime universities are also considered as part of the Bolivian University System, within the special regime. The election of the university authorities of the autonomous public universities in Bolivia is carried out in accordance with their Statutes, as established in art. 92 of the Political Constitution of the State.

However, the autonomy in the public universities of the country, due to its relevant and historical antecedents, was considered as a conquest mainly of the students; However, at present autonomy is in a deep crisis because over time its aims and principles were not maintained in their original meaning, but rather, they were distorted to keep certain power groups or clans in university power. relatives.

In the present investigation on the form of election of its authorities in the Universidad Mayor, Real and Pontificia de San Francisco Xavier de Chuquisaca and other universities of the Bolivian University System, it allows obtaining results referring precisely to the form of election of its authorities in each of them.

The Bolivian University System does not establish meritocracy as a principle. Autonomous Public Universities, being higher level training institutions in different areas of knowledge, should establish meritocracy as a principle in their statutes.

To incorporate meritocracy into university regulations as a principle, it is essential to introduce the debate in the instances of co-government, within the framework of university autonomy, the statutes and regulations of each autonomous public university.

Finally, the proposal is presented for debate and possible incorporation into university regulations, the meritocratic principle for the election of university authorities in the autonomous public universities of Bolivia.
