GUTIERREZ CABAS, Adalid. Analysis of the Effectiveness of Public Investment Budget in Education in Bolivia: 1990-2021. Edu. Sup. Rev. Cient. Cepies [online]. 2024, vol.11, n.1, pp.57-66. ISSN 2518-8283.  https://doi.org/10.53287/mgan4076us76u.

The article "Analysis of the effectiveness of the public investment budget in education in Bolivia: 1990-2021" presents a comprehensive study on the effectiveness of the Public Investment Budget in the educational sector of Bolivia, focusing on the comparison between internal and external funding. The analysis reveals that internal funding has been predominantly more efficient than external in improving key social indicators, such as the literacy rate. This finding underscores the importance of economic self-sufficiency and independence in educational policy. A significant investment in educational infrastructure and formal education is observed, indicating a focus on improving the quality and accessibility of education in Bolivia. Despite the predominance of internal funding, the study highlights the importance of complementarity between external and internal resources, where external resources, though less predominant, play a vital role in capital-intensive projects and innovative aspects of education. The research also points out challenges in planning and resource management, influenced by external and internal factors. These findings provide valuable insights for the formulation of public policies and investment strategies in education, both nationally and internationally, and suggest the need for a balanced approach that leverages both internal and external resources to maximize their impact on education.
