This article analyzes the effectiveness of International Development Cooperation (IDC) in Bolivia’s education sector. It examines the allocation of public investment resources funded by external credits, external donations, and internal resources in relation to educational needs. The results suggest that resources from external credits and donations do not show a significant correlation with the growth of student enrollment, indicating that their contribution to educational development is limited. In contrast, internal resources (taxes, royalties, etc.) show a positive correlation with enrollment growth and are more aligned with changing needs. This highlights that a strategic allocation of internal resources may be more effective for sustainable educational development than relying on external resources. The findings support the notion that IDC might not be effective in Bolivia’s education sector and emphasize the need to review resource allocation. The study concludes that policies strengthening internal resources could have a more significant impact on educational development than dependence on external resources. In summary, focusing on the strategic allocation of internal resources is essential to drive educational development in Bolivia.
