Abstract

The declaration of a pandemic and the rigid quarantine that we face worldwide, determined that all organizations will change the way they operate, manage, sell, buy, etc. All of them questioned the forms of their organization and performance of their activities, and those that best adapted their structures and operations to the new reality survived, with the use of technology and information and communication instruments. One of the essential bases was teleworking. To date, teleworking has surpassed social networks, and many people receive income from work done from home, using only ICTs and their knowledge.

In order to achieve their objectives, universities have migrated face-to-face to virtual education. In the case of Bolivia, prior to the pandemic, only one of the public universities had virtual or distance education for undergraduates. To date, there are innumerable national and international offers of distance university education, which offer virtual teaching. Likewise, their own organizations have been forced to modify their institutional management, also taking face-to-face work to virtual work, through teleworking, complying with the regulations that the case requires.

With the present investigation it is intended to show through the opinion of national experts chosen for their experience and specialty in the subject, the most important points to be considered in the regulation, adjustment and implementation of the bases of teleworking in public universities, framed in the macro legal provisions in force and applicable to the new reality, which can enable success in Bolivian university organizations and a better position in national and international rankings, through the efficient achievement of their objectives under a new approach with teleworking.
